The new Mists of Pandaria expansion pack for World of Warcraft will allow everyone - even without the correct expansion pack - to play any race.
That's right, even without buying The Burning Crusade, you'd be able to play those Blood Elves, Worgens, Goblins and even Pandarens! Directly from the battle.net forums post comes this quote:

"With the release of patch 5.0.4, we’re making all the races of Azeroth playable by anyone, no matter which version or expansion of World of Warcraft they own. This includes the enigmatic pandaren, who will become available for play when Mists of Pandaria is released on Tuesday, September 25. We want the entire World of Warcraft community to be able to embrace their inner goblin, blood elf, worgen, draenei, or pandaren from the moment they step foot into the world of Azeroth."

Looks like I'll be getting the starter edition and playing the whole game rather than even buying any of the games! I bet soon they'll lift restrictions from the starter edition, they're coming closer and closer to the free to play market every day!
