I wouldn't go less than 24, honestly, since that's the default server size.  And also, we wouldn't be using the server just for events, it would be public for anyone to play on, so it may get more players than you think.

Yeah, I was reading and even public servers can have a password if we need to, so whenever we're holding an event we could just put a password there and announce it only to the players playing that tournament.

if there was a tf2 one swizz as we discussed i would defiantly play and get some guys to join in aswell, i found one for 12£ a month 32 players. see link: here
